The Tax Increment Reinvestment Zone No. 3 (TIRZ #3) was created in 2008 through Ordinance No. 027996 to promote revitalization and economic growth in downtown Corpus Christi. Covering approximately 856 acres, TIRZ #3 includes key districts such as the SEA District, Uptown, the Marina Arts District, and South Downtown. The zone was established to address economic stagnation, aging infrastructure, and deteriorating properties, which hindered private investment. TIRZ #3 aims to foster economic development by supporting private sector investment, funding public improvements, and offering revitalization-focused programs. Over the years, TIRZ #3 has funded numerous public improvement projects and incentive programs to attract residential, retail, and mixed-use developments. The Corpus Christi Downtown Management District (DMD) works closely with the City of Corpus Christi to administer these initiatives. City Council has approved multiple amendments to expand the scope of TIRZ #3, including streetscape improvements, residential conversion programs, and innovation-driven economic development support. These efforts have significantly contributed to transforming downtown Corpus Christi into a vibrant urban waterfront community. TIRZ #3 is set to expire in 2028 unless extended by ordinance. Participating entities include the City of Corpus Christi, Nueces County, and Del Mar College, which contribute incremental property tax revenues to the zone.
