The Tax Increment Reinvestment Zone No. 4 (TIRZ #4) was established in 2019 to stimulate and finance public improvements in the North Beach area of Corpus Christi. Covering approximately 1,423 acres -454.5 acres of land and 968.3 acres of water -the zones boundaries extend from the Rincon Channel to the north, the USS Lexington and Texas State Aquarium to the south, and the Port of Corpus Christi to the west. TIRZ #4 was created in response to economic stagnation, inadequate infrastructure, and deteriorating properties in North Beach that discouraged private investment. The zone’s primary goal is to support infrastructure improvements, incentivize development, and enhance public spaces to promote growth in residential, retail, and hospitality sectors. North Beach draws over 800,000 annual visitors to the Texas State Aquarium and USS Lexington, yet faces challenges such as flooding, aging infrastructure, and vacant properties. However, new projects like the Harbor Bridge and planned drainage improvements offer significant revitalization opportunities. The long-term vision for North Beach is a vibrant urban waterfront district with upgraded infrastructure, dynamic public spaces, and diverse entertainment, residential, retail, and lodging options. The focus of TIRZ #4 includes infrastructure projects such as park improvements, drainage solutions, demolition of blighted structures, and the development of gateway features and wayfinding systems. The zone also provides financial incentives for property improvements and residential development to help accelerate growth and build density. TIRZ #4 will operate for 20 years, with contributions from the City of Corpus Christi, Nueces County, and Del Mar College aimed at stimulating long-term economic development and enhancing North Beach’s appeal.
