Infill Housing: Former Lamar Elementary Neighborhood

The Ed Rachal Foundation gifted the former Lamar Elementary School site to the City along with 55 smaller parcels in the vicinity of the larger site in May of 2023. Recognizing the unique opportunity to implement the recently adopted Westside Area Development Plan by attracting new development investments, addressing residents’ request for a variety of housing options, stabilizing this established neighborhood, and delivering public safety improvements for area residents, City staff issued a request for letters of interest (RFI) to work with one or more experienced housing developers. Five proposals were submitted to the city and all five developers are now developing properties throughout the neighborhood:

The Palms at Morris will provide 72 affordable senior housing rental units on the former Lamar Elementary School parcel and additional vacant single-family lots. The $19.4 million project is primarily funded through the State’s competitive 9% Low Income Housing Tax Credit (LIHTC) allocation, with additional funds from the developer, private sources,  City of Corpus Christi Federal HOME program loan of $587,531, and a $1.16 million City of Corpus Christi Type B affordable housing project loan.

Four Single-Family Housing Developers will construct approximately 35 houses over the next few years that are required to be sold for a maximum sales price and value limited to "Home and Housing Trust Fund Homeownership Sales Price Limits" for newly constructed units, established and published by HUD annually (currently $282,000). If rented, maximum rent is set at Fair Market Rent established and published by HUD annually (currently $1,816 for a three-bedroom unit)
