City Council Approves $54.7 Million in Infrastructure Projects
At today’s regularly scheduled City Council Meeting, Mayor Paulette Guajardo and the Council approved several major infrastructure measures totaling $54.7 million.
The City’s enhanced business processes increased bidder participation significantly, enabling projects to advance on schedule and remain within their approved budgets.
“These investments reflect our city’s strong commitment to building reliable, modern infrastructure that supports safety, mobility, and growth for our community,” Mayor Guajardo said. “By moving forward responsibly and on schedule, we ensure that Corpus Christi is well-prepared to meet today's needs while planning for the future.”
Traffic Safety Technology
The Council approved purchasing a traffic management technology program from Texas Highway Products, Ltd., of Round Rock, for 77 intersections across the City where radar systems are outdated. The $1.8 million traffic mobility platform will utilize state-of-the-art hardware and AI detection to improve signal timing, safety, and mobility. The improvements will be implemented in two phases over the next year.
Williams Lift Station
The City is progressing with a critical infrastructure upgrade that will enhance residents' reliability with wastewater collection. The Williams Lift Station Force Main Replacement Project will construct a new parallel force main to support the largest lift station in the City’s wastewater collection system. This $18.6 million project with Cash Construction Company, Inc., of Pflugerville, addresses aging infrastructure by replacing the existing 1978 force main that has experienced recent breaks due to natural deterioration. The new 8,500-foot pipeline will carry approximately 10 million gallons of wastewater daily from the Williams Lift Station to the Oso Wastewater Treatment Plant, creating essential redundancy while supporting future growth and development.
London Area Wastewater Infrastructure
A major infrastructure expansion is underway to serve the rapidly growing London area located south of Oso Creek near Weber Road. This $9.7 million project with M5 Utilities, LLC, of Boerne, will construct a new lift station, force main, and gravity lines to provide essential wastewater collection infrastructure for an area without public wastewater service. The development addresses anticipated population growth over the next decade by creating the infrastructure needed to support phased development in the London area. This new system will integrate with existing infrastructure and connect wastewater flow to the Greenwood Wastewater Treatment Plant, ensuring the community has reliable wastewater service as it continues to expand.
Sand Dollar Waterline
The City Council also approved a $9,997,672 construction contract with Guerra Underground of Austin and a $201,025 professional service contract with Garver of Houston for the Sand Dollar connection waterline. This project will allow the Sand Dollar Pump Station to more easily control the operation of the Coral Vine Elevated Storage Tank. This includes the construction of a 16-inch waterline to enhance the capacity of the City’s water distribution network on Padre Island and a 20-inch waterline to provide redundancy in a critical area of the water distribution system. Construction is scheduled for October, with completion planned for December 2026.
Starlite Lane
Additionally, the Council approved a $12,563,958 contract with Gerke Excavating of Wisconsin to reconstruct Starlite Lane from Violet Road to Leopard Street with new concrete pavement, sidewalks, curbs and gutters, ADA-compliant curb ramps, signage, pavement markings, upgraded streetlights, and related utility and drainage improvements. Construction is scheduled to begin in October, with completion planned for January 2027.
Williams Drive
Finally, the council approved a $1,995,282 contract with Freese and Nichols of Corpus Christi to design, bid and construct Williams Drive from Rodd Field Road to Lexington Road.
The project will extend Williams Drive as a two-lane roadway with dedicated turning lanes, curb and gutters, sidewalks, signage, pavement markings, upgraded streetlights, and related utility improvements. This will provide access to new developments and the Cinergy Family Entertainment Center, which is currently under construction. Construction is scheduled to begin in October 2027, with completion planned for October 2028.
