City Council Approves Regional Water Cooperation Agreement

Interlocal Agreement Formalizes the Ability to Share Resources

CORPUS CHRISTI, TX – At today’s regularly scheduled City Council meeting, the Corpus Christi City Council approved an Interlocal Cooperation Agreement with the cities of Alice, Beeville, and Mathis to provide for the ability to share resources to assist in water and wastewater projects across the region.

Although the four municipalities have continued to work together and maintain long-standing relationships, the agreement formally establishes a cooperative framework for resource sharing among them.

Key elements of the agreement include the sharing of engineering and technical resources for future water and wastewater system design, collaborative water supply projects, interconnections, and mutual aid during water or wastewater emergencies.

“Given the ongoing drought conditions impacting water supplies, this agreement is a great example of regional collaboration and partnership,” said CCW Interim Chief Operating Officer Nicholas Winkelmann. “We look forward to furthering our cooperative efforts with Alice, Beeville, and Mathis.”

Alice City Manager Michael Esparza addressed the City Council about the significance of the Interlocal Cooperation Agreement.

“We have built our system to be more self-sufficient and to significantly reduce our draw from Lake Corpus Christi,” said Esparza. “We are planning, by the end of the first quarter of 2026, to reduce our usage by roughly 90%, which will further lessen the overall water demand that Alice places on Corpus Christ’s regional system. This interlocal agreement gives us the structure to keep doing that, sharing experience, coordinating projects, and looking at water the way water really works, which is regionally.”

The agreement takes effect January 1, 2026, renews annually, and may be terminated by any party with 60 days’ written notice.
