City of Corpus Christi Receives Cost Proposal for Inner Harbor Desalination Project

Proposal price is 25.5% lower than the previous vendor’s estimate

Corpus Christi, TX – The City of Corpus Christi has received a detailed cost proposal from Corpus Christi Desal Partners (CCDP) for the design and construction of the Inner Harbor Desalination Plant, with a preliminary Guaranteed Maximum Price (pGMP) of $978,770,000. The proposal represents a 25.5% reduction from the previous vendor’s estimate of $1.3 billion, saving ratepayers more than $300 million.

CCDP is expected to present the proposal to the City Council on Tuesday, February 24. At this time, the council will be asked to authorize the City to negotiate a contract for design services, a 60% GMP for the project, and a demonstration plant.

CCDP brings together a strong consortium of local, national, and international companies, including Acciona, MasTec, Reytec, and Ardurra.

The team combines global desalination expertise and experience with deep regional knowledge, positioning the City to deliver a facility built for long-term reliability and performance. Central to the consortium is one of the world’s leading desalination companies. Acciona brings direct operational experience from comparable seawater desalination facilities worldwide.

Following the City Council’s November 18 authorization to engage CCDP, the City provided existing design documents developed during the original procurement. CCDP has been working for the last 12 weeks, at no cost to the City, to develop this cost-certain proposal.
