Corpus Christi Modernizes Infrastructure Trust Fund to Better Manage City Growth

CORPUS CHRISTI, TX — At today’s regularly scheduled City Council meeting, the Council adopted an ordinance to keep and upgrade the City’s long-standing Trust Fund system, choosing to modernize the existing program rather than switching to a new fee structure.

The decision follows years of study and public feedback. By updating the Unified Development Code (UDC), the City aims to make the funding process for growth-related infrastructure, such as water lines, more transparent, predictable, and efficient.

While the core of the system remains the same, several updates recommended by the Capital Improvement Advisory Committee (CIAC) upon publication:

    • New rules formalize how reimbursements are handled, ensuring everyone is on the same page from the start.
    • To keep projects moving, extensions are now limited to a single 12-month period unless the City Council specifically grants more time.
    • Certain items, such as lift stations, are no longer eligible for Trust Fund reimbursement, and submittal requirements have been toughened to ensure high-quality applications.
    • This vote does not increase fees for residents or developers.

By choosing to modernize the Trust Fund rather than transitioning to standard "Impact Fees," the Council is sticking with a locally tailored model that offers greater flexibility for Corpus Christi’s specific needs.

A formal review of the fund’s financial health is scheduled for Fiscal Year 2028 to ensure the program remains sustainable for the long term.
