Port of Corpus Christi Seeks Zoning Changes for Northside Neighborhood Properties

City Council Will Hear Zoning Requests on July 15

CORPUS CHRISTI, TX – The Port of Corpus Christi (Port) has submitted two rezoning applications for sites located in the Northside area, adjacent to the Washington-Coles and Hillcrest neighborhoods. The Washington-Coles neighborhood is primarily zoned for industrial use, while Hillcrest is primarily zoned "RS-6" for single-family residential development. The Port owns a significant number of parcels within these areas.

At the request of the Port, both cases were initially scheduled for June 17 for City Council consideration; however, the Port is now requesting that both cases be placed on the July 15 City Council Agenda. The postponement is intended to provide the Port with additional time to engage with stakeholders and further evaluate the potential impacts on nearby neighborhoods.

Case ZN8534 proposes a rezoning from "RS-6'' Single-Family 6 District to the "IL" Light Industrial District. This case was heard by the Planning Commission on January 22 and received a recommendation for approval.

Case ZN8553 seeks a rezoning from "CN-1" Neighborhood Commercial District and "RM-1" Multifamily District to "IH" Heavy Industrial District. This case was considered by the Planning Commission on April 30 and was recommended for denial, with a suggestion to consider "IL" Light Industrial District as a more suitable alternative. Additionally, this includes parcels along the 1900 block of Nueces Street and associated rights-of-way that are being processed for closure following a Four-Party Agreement involving TXDOT, the Port of Corpus Christi Authority, the City of Corpus Christi, and the Corpus Christi Housing Authority.

City staff have determined that the proposed rezonings align with the City's Comprehensive Plan and Downtown Area Development Plan. The Comprehensive Plan explicitly supports "the improvement of port facilities and expansion of port activities and efficient integration of these activities with surrounding areas." Significantly, the TC Ayers Aquatic Center and adjacent park facilities located south of Winnebago Street will not be affected by the proposed changes, as the Port is proactively implementing mitigation strategies to address potential impacts.
