The Tax Increment Reinvestment Zone No. 2 (TIRZ #2) was created in 2000 to finance public improvements in the North Padre Island area, primarily to fund the City of Corpus Christi’s share of the North Padre Island Storm Damage Reduction and Environmental Restoration Project, also known as the Packery Channel project. TIRZ #2 encompasses portions of North Padre Island and Mustang Island. The Corpus Christi City Council authorized the preparation of a preliminary financing plan on March 21, 2000. The zone was officially established by Ordinance No. 024270 on November 14, 2000, following a public hearing on August 29, 2000. In 2002, the North Padre Island Development Corporation (NPIDC) was created to assist with the zones management and financing activities and dissolved in 2022 determining that the corporation served its public purpose. The Packery Channel project, a central focus of the TIRZ, aims to restore the beach and protect the concrete seawall by reopening and channelizing Packery Channel. The project also includes the construction of jetties, public amenities, mitigation efforts, and long-term maintenance. The estimated cost of the project was $30 million, with $10.5 million funded through tax increment financing. Since its creation, TIRZ #2 has supported additional public improvements, such as traffic enhancements, the construction of bridges on Park Road 22, and the extension of the zone beyond 2022 to continue funding maintenance and other key infrastructure projects.
