State of Texas Emergency Assistance Registry
Do you or anyone you know need some assistance during times of an emergency event? The state of Texas presents the STEAR program. The STEAR program is a free registry that provides local emergency planners and emergency responders with additional information on the needs in their community.
Residents must register annually and prior to hurricane season to be in the system. Registering a few days prior to a hurricane making landfall will require a manual entry into the system.
Who Should Register?
- People with disabilities
- People who are medically fragile
- People with access and functional needs such as:
- People who have limited mobility
- People who have communication barriers
- People who require additional medical assistance during an emergency event
- People who require transportation assistance
- People who require personal care assistance

About Us
The Office of Emergency Management provides information and guidance to the public during an emergency. During an emergency, the Office operates the Emergency Operations Center (EOC) — a central office which allows for face-to-face coordination among personnel who must make emergency decisions. As a division of the Fire Department, the Office works year-round planning for different emergencies scenarios, and providing the public with resources to help the community Prepare, Respond and Recover from any emergency event.
