Area Development Plans
Area Development Plans intend to analyze local areas and create recommendations that will guide future development projects.
Corridor, Neighborhood, and Specific Plans
Plans include the Historic Preservation Plan, neighborhood planning initiatives, and targeted infrastructure plans.
Annexations
Annexation is the legal process that adds land to the corporate limits of a city. Annexation allows formerly unincorporated properties to receive City services.

The Planning & Economic Development Department is responsible for developing the City's Comprehensive Plan, Area Development Plans, Neighborhood Plans, and Master Plans. The Planning Department leads the City's annexation and de-annexation efforts.
